Contact Google: Request to restore your Google Account. Ask if Gmail is available to the county you are located in.

Close this App and All Others:

Double-Tap the Home Button on your iPhone. Next, swipe your thumb up to the top of the screen with everything that shows up. Once all is closed, then hold you finger on the Gmail app icon so that its icon shakes. Then click on the "X" on the top-left corner of the Gmail app. Now, it is uninstalled. Next, try the reinstall.

If it Uses an App Password:

Apple might need to be signed with through an app password. You would enter that password, rather than your Gmail password.
