If I buy an iPhone in the US I have options for 30, 60, and 24 frames per second, as well as slomo frame rates. I'm wondering if I buy an iPhone in the UK or Europe, if I would get these frame rates as well, or different ones, like 25 and 50 fps.

If I understand correctly, you are wondering about the frame rates recorded in videos taken by the camera on an iPhone in different countries. Looking at these Apple resource from the UK and France for the iPhone 11 Pro, the camera still only supports 24 fps, 30 fps, or 60 fps and here is more info:
