Software update permissions denied

permissions denied when trying to update to Catalina. Tried to reset permissions through utility tool from the instructions on apple website, didn't work

Before taking any further troubleshooting steps I recommend backing up your Mac if you haven't done so recently: How to back up your Mac. It's always good to have a recent backup to ensure your data is safe. After that boot your Mac into safe mode and try updating your Mac there: How to use safe mode on your Mac. If the same thing happens in safe mode, reinstall macOS using these steps: How to reinstall macOS from macOS Recovery.
