Web pages reloading error, can't bring up websites I've been to countless times

All of a sudden, for major websites I've visited for years (my bank, airline, etc) I can no longer access them on Safari. As soon as I type the URL and hit Enter, the page will start reloading immediately, 2-3 times, and then I get this error: "A problem has repeatedly occurred with <website URL>.

I am using Safari 13.1 on a MacOS High Sierra v. 10.13.6. I have not added any new software or changed settings. All these sites are ones I've accessed for years and very recently, and now I cannot even get to their home page. I've tried clearing history, entering the web address manually, and have tried for days now. I was able to get on this Apple Support site without this problem so why am I having problems with other websites?

If you have a backup of your computer made prior to the update, you could restore the backup.

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

Isolating an issue by using another user account

Safe Mode - About.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin.

To every kind soul who tried to help me with the issue of Safari constantly reloading, I have good news. Apple just sent out a Safari update, v 13.1.1, that I ran yesterday and so far I have not had any problems with Safari. I hope this good news continues and that you will have the same results. Thank you to everyone that tried to help me.

Ditto grizzo66 below :

"grizzo66: My problem was finally solved when Apple provided the Safari 13.1.1 update. Once I downloaded that all the problems I had with visiting websites were gone. I just wish they would have let us know they were aware of the problem and working on a fix, it would have saved us a lot of frustration."

I never could find a fix sorry. It became a waiting game.

To everyone who has replied that they are also having this issue of Safari reloading constantly after upgrading to 13.1, please use the link supplied by VikingOSX and report this problem directly to Apple's Product Team. I have done this but the more people they hear from the better. I have tried all these suggestions in this thread, with no luck. In fact the problem is getting worse. I've tried:

Booting up in Safe Mode

Creating a new User Admin account and logged in with that.

I've re-installed the Safari 13.1 upgrade using the official Apple site link that someone in this thread so kindly provided. In fact, I did it twice.

I've checked and unchecked the PopUp Blocker, Content blocker, Cookie block, Prevent Cross Site Tracking, Plug Ins.

I've cleared the Cache, cleared History,

I am not using a VPN.

I have no choice now but to abandon Safari, which I really hate to do.

I am glad you reported it ... I reported it a couple weeks ago. I am disappointed that there is no mention of Apple fixing this problem they created with the Safari 13.1 update. I've tried so many things but nothing has worked, in fact, it has gotten worse! The only place Safari works is on Apple's site. I am forced to use Chrome now.

I am having the exact same problem!

Using the exact same setup of OSX 10.13.6 w Safari 13.1, and I would say the problem started when I upgraded the latest security update to Safari (through the "updates" section of the App Store) a few weeks ago. (Such a treat for quarantine.)

I haven't been able to find any way to "downgrade" the security patch, or find an earlier Safari 13.0.5 (?) to downgrade to on Apple's site. Sure, I've found several hosted elsewhere, but that would be just plain dumb to try those...just open the door and invite an infection/virus in!

Others MUST be having this problem! Apple PLEASE figure this **** out!

...and in an ironic twist, just trying to log into this discussion forum to post this message, Safari kept error/reloading on this very page! So, here I am, using Firefox to try and fix Safari (!) ...now getting used to my rarely-used Mozilla product...saving passwords, logins, etc...getting comfortable...and if this isn't fixed soon, why would I ever go back?

A solution soon would be nice, but now that Apple is the biggest company in the world (aka "the Man"), the legendary Jobs-era quality and attention to detail is slipping more and more every day...sigh...

H-E-L-P-!!!!

(...and Apple, please bring back color LABELS to the Finder! Tags are swell, but don't share the same visual purpose!)

I tried un-checking the Prevent Cross-site Tracking box but it did not fix the problem. To reply to other suggestions, I am not using a VPN. I am thinking about restoring a backup to go back to an earlier version of Safari but keep hoping a better solution becomes available. One thing I forgot to mention is that Safari still works for some (few) websites; for example, I do not have this problem when I go to Delta Airlines website, but I do with Southwest Airlines website. Is that the case for you as well? Could this problem be related to Javascript?
