Is iCloud necessary?

Is iCloud necessary when I have a 4 terabyte hard drive attached to my computer just for photos and another 4 terabyte hard drive attached to my computer as a back up for my computer plus I have time machine. Why do I need to keep buying iCloud storage?

You don't, iCloud is free for the first 5GB.
