Facetime Live Photos not working

When i try to take a live photo, it says that both people need to enable it even though both of the parties do have it enabled. we’ve tried turning the Facetime Live Photo’s on and off and restarting our devices, but it doesn’t seem to work. can anyone help? i’m also on Software Version 13.3.1
