I was given a iPad from my partner I need to erase all content and register and connect to my Apple ID I have tried this but it is still asking for my partner to sign in ?

Only the holder of the registered Apple ID can release the old Apple ID from the device. Your partner can do this either on the device or remotely. As long as the iPad is connected to the internet, your partner can erase the device and release the Activation Lock from anywhere (most easily from another Apple device). Once this is done, you will be free to initialize the iPad and register your own Apple ID on it.
