Phone locked with Notification canceled message

Some how I accidently dialed 911 and tried to stop the call and ended up with this notificaition cancelled on my homepage that will not leave and I am not able to use my phone.

Call emergency services

Here's how to make the call on iPhone 8 or later:

Press and hold the side button and one of the Volume buttons until the Emergency SOS slider appears.
Drag the Emergency SOS slider to call emergency services. If you continue to hold down the side button and Volume button, instead of dragging the slider, a countdown begins and an alert sounds. If you hold down the buttons until the countdown ends, your iPhone automatically calls emergency services.

I guess I did not explain my situation clearly. I know how to use the sos. I was setting my phone up for a selfie in a tripod and I accidentally dialed sos. My phone then locked with the message "Notification Canceled". I tried several ways to reboot but every effort failed. I was not able to make any calls however I was able to receive calls. After about an hour the phone reverted back to it normal function.
