I'm a new Mac Catalina user. I've created two users on the Mac. I want to associate a second Apple Id
with the second user. However, when I attempt to sign-in with the second user and the second Apple Id
I receive account limit reached. Please help.

Thanks for the link. I fired up my iPad, logged off the original Apple ID, and signed in to the second Apple ID.
My Mac then allowed my to use the second ID with the second user!
You shouldn't need to associate a second Apple ID with the second user account. Your Apple IDs can be used on either account without doing anything special.
