Many conductors do utilise copper, mainly due to coppers excellent electrical conductivity - but copper conductors are generally not designed for repeated mechanical flexing through a small bend-radius.
Copper is relatively soft - but rapidly work hardens, becomes brittle, and will fracture. Thinner tape and larger bend-radii will prolong the life of the tape when used in the manner that you describe.
Your proposed fix definitely has merits - in that it is possible to repair a keyboard whose internal connections have failed. If outside of warranty - and the keyboard is non-functional - then you’ve little to loose in trying to repair it. If you are prepared to avoid closing the keyboard around the iPad, therefore eliminating flexure of the copper tape through the hinges, your repair should last.
