Notes recovery and web page

Hello!

I am having trouble recovering my Notes? Is there a way to restore them? I have tried different things with no success. I have even followed a tutorial on how to connect phone device to laptop to recover that way.

About the same time the issue with Notes occurred, I also realized that my web page (browser) is now blank. It does not have the apps listed any longer such as my frequently used apps.
