How do you turn off silence when locked? I do not have DND on but phone still does not ring.

OK, how about checking the Silence Unknown Callers feature. Open Settings ➔ Phone ➔ Silence Unknown Callers. Make sure that switch is in the OFF position.

The feature "Silence when locked" under Do Not Disturb is only active when DND is turned ON. If DND is OFF then that feature is not applicable.

Can you check to see if your silence switch is OFF? It is located on left side all the way to the top.
