Cannot delete iPad internet history or data

I recently switched my daughter to my family account from my wife’s as my wife’s phone has been acting up. I’ve been trying to clean up my daughter’s iPad (deleting old pictures, downloaded videos) of things that are taking up storage and I can’t delete the internet history or website data. I’ve already made sure that the content restrictions are turned off (and on and off again), I turned off screen time and turned it back on, I’ve done about four hard boots to the iPad and the delete history on Safari and Clear History and website data in the setting are still greyed out. I know that we had content restrictions enabled when she was under my wife’s account and that is why they were greyed our initially. Any suggestions or advice would be greatly appreciated.
