how do I add a plus symbol or minus symbol to currency in Apple Numbers (MAC/IPhone/IPad

how do I add a plus or minus symbol to currency in Apple Numbers (Mac). Is there a formula or rule I can apply to it? For example if the number is greater than 3000 and I want the Cell to tell me the difference between the two, and if it is greater than 3000 then have a plus symbol in front of the number. Thank you for any help

Could you change the wording here to make it clear what you mean?

A visual example (screen shot) showing examples might be useful as well. Format the cells as Text, and you will be able to enter the values as you want them to appear.
