My photos have the expomation mark on The bottom right corner and they are blurry and I can’t share them or use them this happened after a used optimize on my iPhone but then I turned it off and I turned it back on to see if it would work and it still doesn’t the picture still has it in the corner and it’s so blurry

Do you have enough free storage on your iPhone, so the iPhone can download the photos from iCloud?
If the iPhone storage is full, even with "Optimize Storage" enabled, the iPhone will not be able to download the photo from iCloud for sharing. You may simply have too many photos and videos in iCloud for your iPhone to manage. You need at least enough local storage for the optimized versions.
