My iPhone (6s Plus) will not let me download any apps. When i try to download apps it will ask for a Verification for billing information. After entering my password, it takes me to my billing information (which i currently have no card on my phone). The app never downloads.

Unless you see the None option among the payment methods acceptable in your account details, you must provide a payment method; a credit card or redeem an iTunes/App Store gift card.
