Can't upload a video
Hi - I have 1.7TB available storage on iCloud but I cannot upload a video from my iPhone XR. Any idea why?

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you are unable to have a video in the Photos app on your iPhone to upload to iCloud. If you haven't already, please restart your iPhone, check your network connection including trying on a different network, and that you have setup iCloud Photos correctly:
If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network
