Apple Pay - iPad complatability.

I followed Apple's instructions very carefully to start using Apple Pay on my iPad.

When I tried to add a card it could not be verified.

After wasting a whole lot of time searching through help and support pages, I realized my iPad is wifi-only and cannot make phone calls, is this the reason why the card could not be verified? I still cannot find the answer.

If that is correct, why is it impossible to find that information before starting out?

It is so annoying (or am I missing something?)
