Locked Apple ID

Hi! My Mother is a holder of iPhone 4S, and now she has a trouble with logging in her Apple ID. When She fills her Apple ID name and her password, there appears a message that the ID is locked by unknown reason. We tried to unlock by this Apple's official site, but there was a need to answer some questions, wich She had created while was registering her ID, but it was several years ago, and We don't remember neither that quetions nor answers. Also there's suggested another option to unlock ID, by Sending unlocking link via the Apple ID mail, but since the ID is locked, We can't log in to follow that link. I'm writing this message via My Apple account. The account name, with wich is connecting this trouble is "mesropyangreta@***". Please, help Us with this matter!

Is she is seeing activation lock?

See If you forgot the answers to your Apple ID security questions https://support.apple.com/en-us/HT201485

Given that she cannot answer her security questions successfully, see:

Security and your Apple ID https://support.apple.com/en-us/HT201303

This document says “without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.”

Thus, we can do nothing to help her here, except to mention that "official" Apple support might help her if she has extenuating circumstances (e.g., she has the receipt for her purchase of the device with its serial number on it or a court order instructing Apple to assist in the provision of access to a decedent’s information from the deceased person's accounts). if she wants to contact Apple support to discuss such circumstances, see these support options:
