USB Ejects when trying to create bootable Installer for mac OS

Trying to create a bootable USB drive, however, the usb/flash drive will eject. I am currently using a 64 gb USB drive. I have timed it and it ejects in about 4 minutes once the bootable drive process starts. I have used multiple USBs and all have ejected. I have also turned off "put hard disk to sleep when possible" in energy saver. I plug the USB directly into my IMAC late 2012 version running Mojave. I have been following the specific directions on the Apple support page https://support.apple.com/en-us/HT20137. I am able to get to the last step however, when it starts trying to copy over it is eject in the middle of it.
