I change my visa card info and change billing address and after that I cannot download or update my apps. Literally I cannot access the App Store with my current Apple ID. My Apple ID was created when I was in Singapore and now I live in Myanmar.
Please help me.

Apple does not currently do business in Myanmar. There is no App Store for Myanmar.
Your account is registered in the Singapore store and you must use an approved Singaporean payment method with your account. You cannot use a Myanmar bank card in the Singapore store.
