i have an iphone xr just got an emergency alert . went to find the settings for them on the phone they are not in settings noticication section at the bottom nothing there . Any reason for that

Correct. Your iPhone is functioning properly. There are restrictions in Canada which is preventing you from opting out of the Government alerts and therefore you do not have the ability to toggle those alerts OFF or ON.

According to Apple, in some countries, you may not be able to disable Government Alerts. For more info, you can read this support article https://support.apple.com/en-us/HT202743
You must in Canada. In Canada you cannot opt out of these alerts like you can in the US. If you are not in Canada then please let us know and we can provide another applicable answer.

Yes in canada i do not have the government information to toggle off or on in notifications
