Wallet Will Not Work, Help Please

Just clean installed my SE. When I try to setup a debit card in wallet it just says " Could Not Set Up Apple Pay " ?

Any ideas why its doing this ? Im in the UK.

Tried a different cloud id, tried turning wifi off and tried many full resets
