I have an Apple account / ID in the US, she has one in Germany.
The setup didn't go through, because she was notified that the countries don't match.
Is there a workaround?
I hope Apple has one, especially in these unusual times where a lot of things need to happen without face-to-face interaction such limitations seem problematic.

All members of Family Sharing must be using the same region/store. There isn't a work around.

To share purchased content, you need to turn on Share My Purchases and use the iTunes Store in the same country or region as your family members.
