You can use one ID for iCloud and a different one for the App Store, but you can't sign in somewhere with both IDs at the same time.

Not well. You can have apps from different Apple IDs installed, but it gets a little gnarly around backups and around app updates. You can also log into and out of iCloud, a described elsewhere.
