All of the photos I have are downloaded onto my photos app on my Mac, but I am out of storage in iCloud due to Photos. If I were to disable and delete photos from my iCloud account, will I lose everything I have downloaded onto my Mac from my phone?

If you want to delete photos from iCloud, but save them on the phone and Mac, turn off iCloud Photos syncing before deleting the photos from iCloud.
