why wont it boot up after fresh install after completed it does a restart and the screen doesnt load up past 3/4 of the loading ?
Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
If not then try reinstalling the OS.
Please read Writing an effective Apple Support Question and then re-write your question. All we know at this point is you have a late 2009 27" iMac and it will not boot. I suspect the HD has died, if this is the case I would NOT recommend spending any money on it, you got your monies worth out of it and it's time to replace the computer. However you can try a Safe Mode restart or restarting in the Recovery Partition and running First Aid several times on the HD, if errors appear that just confirms my hunch of the HD failing.
