The latest is Monterey macOS 12.0.1.
Is that what is been installed ?
If the computer does not finish loading fully, shutdown and disconnect all external devices. Since this is an iMac - suggest connecting a USB Keyboard and USB Mouse as booting in Safe Mode SHIFT Key - immediately are restart - the BT KB and Mouse may not function as expected.
Safe Mode will do a repair Disk, clear cache files and only load Apple Software and thereby eliminating all Third Party Software, extensions and fonts from loading.
Safe Mode will load slowly and take up to 10 minutes to load. It may or may not allow the upgrade of Big Sur or Monterey to finish and hopefully successfully

Thank you for the suggestion. Did not work but very helpful as prompted me to Google an alternative approach and when I reconnected the Bluetooth keyboard and pressed and held command and R keys on restarting it opened in recovery mode. Currently restoring from a backup.
