change country& remove payment method

I want to change my country but its not allowed, so when I tried to remove payment method its said"unable to remove". I checked in my subscriptions and all of them "expired"

how can I remove payment method, so I can change my country?

If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support
