I have an iPad Air, 2013/2014, 16GB. I cannot update the latest software update without deleting more items from my iPad. What can I safely delete without also deleting it from iCloud ?

Go to Settings > General > iPad Storage and accept the recommendations.

As an alternative to installing an OTA update, requiring space to download and unpack the update, you could instead update from your PC (with iTunes installed) or a Mac (with iTunes or Finder as appropriate).
