Can't delete iPadOS update file after an update

I'm unable to delete the iPadOS update file following an update. This has happened to me since iPadOS 17 along with the 17.0.1 17.0.2 17.0.3 updates. It continues to take up 10GB of space. I've also tried doing a full factory restore of iPadOS and it continues to take up space.

I'm not able to tap on it and manually delete it.

iPad Pro, iPadOS 17

Your screenshot illustrates the installed version of iPadOS (17.0.3) and the space occupied by when installed (10.17GB).

The second line, System Data, is the space occupied by system caches and other temporary files. This value can be expected to fluctuate according to the needs of the OS and running Apps.
