Hi my iphone is disabled

I cant download itunes on my window computer and I want my phone back, please help

IF your phone is disabled you won't be able to back it up because you need to do this If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Why can't you download iTunes on your PC?
