Is there anyway to disable a phone without connecting to iTunes
Phone was locked and disabled. Says to connect to iTunes but I do not have a computer

If you forgot your passcode, or if a message says that your device is disabled, learn what to do.
You need a computer to follow these steps. If you don't have a computer, borrow one from a friend.
I am sorry, if you have forgotten your Lock Screen passcode and there is no backup, then all data is lost, if you have one, not to worry. (But if you have forgotten the Screen Time Passcode and unable to use this link If you forgot your Screen Time passcode - Apple Support or unable to reset Screen Time passcode then even if you have a backup everything is lost because restoring will bring back the screen time restrictions (Status Quo).)
Without backup what you will get back is what you have synced to iCloud and uploaded to iCloud Drive; information already synced and stored in iCloud, like Contacts, Calendars, Bookmarks, Mail, Notes, Voice Memos, shared photos, iCloud Photos *, Health data, call history, and files you store in iCloud Drive.
*-If you had turned on iCloud Photos, your content is automatically stored in iCloud.

Hi Brit,
The short answer is No there is no way to get your disabled iPhone back to an operational state without connecting it to a computer. If you cannot borrow one from a family member, or a friend, then perhaps an Apple Store or an authorized repair center may be able to help you when they open back up again.
