I was trying to type ni hao in chinese and instead it shows up as hao and when i typed it again it also did not work. I tried again and i saw something. I don't know how to explain it so I'll show you by a video. https://youtu.be/SGEjs-OHRzM

When you say "keyboard shortcuts don't work", what are you talking about exactly? There are hundreds of keyboard shortcuts in MacOS.

For those (text replacements) you need to make sure that in the app you are using that the item Edit > Substitutions > Text Replacement is checked.
