something went wrong

i have a little problem. 
when i want to install the app from the ap store, it asks me for a password, when i type in the password, I get a notification that I use this ID for the first time and that I need to do a review. 
after doing all this, I get a message to try later. please help.

iPhone 7, iOS 13

Apps won’t downloaded.

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.

If necessary

Do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting.

Backup - Restore your device from an iCloud or iTunes backup.
