iPad Mini won’t go into Recovery Mode

My sons iPad recently had a passcode added, easy fix right? Followed https://support.apple.com/en-us/HT204306 and device won’t go into recovery mode. I even tried power and home like a force restart and keep holding it until hopefully I see the recovery mode screen but it keeps going to this diagnostic page. I even went through the steps for the diagnostics but it seems like something maybe they use in store as nothing comes from that either. Unsure if there’s a way around this or any other suggestions.
