Even when restoring this iPad to factory settings and disabling Photos, Messages, Mail, etc. when signing into iCloud (not restoring from a backup), the device is immediately out of storage space.
60% seems to be taken up by "Other." Any ideas for a fix for this issue?

Well this one is only for HomeKit / FaceTime in a Kitchen mount and works very well for that. I just don't like having to plug in to the MacBook every time there's a Software Update, haha!

Unfortunately there is nothing you can do. A 16 GB iPad model is nearly unusable in 2020.
