Cannot set up new IPad with iCloud

I had ICloud account with old email address changed email account and changed iCloud ID to new email. I have purchased a new iPad and this wants old email ID password etc. I have tried reset message is unrecognised ID ? I am unable to move pass this to finish set up of new iPad. Any suggestions would be great.

Did you create and use a new AppleID when you changed email addresses (not good) - or did you instead update your existing AppleID account (the correct procedure) to reflect the change to your primary email address - and by extension, your AppleID username?
