Contact Apple Support to Re-Enable it:

This a User-to-User forum; nobody here would know how to fix this, and why it occurred.

So, if your Apple ID account has become disabled, that’s usually due to security issues or suspicious activities, perhaps nothing on your part(Inconsistent IP Addresses with irrelative login locations or too many unsuccessful login sessions).

So, contact Apple Support. They’ll know what’s going on and will assist you from there to re-enable your Apple ID account. Changing your password, indeed is where to go from here, ASAP.

Waiting time may take a bit, due to the Coronavirus Pandemic. And that makes sense because many are at home right now, working out of-the-house and taking school classes at home. So, just stay on the line. :)
