Microphone icon in SMS simply disappeared. The help I found says General->keyboards->enable dictation. This option no longer exists in this version of the software.

Looks like that was it. Apparently I have to have this idiotic thing "Siri" on in order to speak to my SMS messages.
Once again Apple software developers make things worse for users of the otherwise fantastic hardware Apple engineers make. lol
I buy for the hardware. I wish the software folks would stop breaking everything that works well. "iMessage": need I say more.

Might your iPhone be restricted? Check Settings > Screen Time.
Check Settings > General > Keyboard > Keyboards.
What keyboards are listed there? Is at least one your native and proper language?
