Thanks for coming to Apple Support Communities for help today with iCloud mail on your iPhone 11. It sounds like your mail is stuck in the outbox.
Check out this page: Get help using iCloud Mail and scroll to "If you need help sending or receiving mail on your iPhone, iPad, or iPod touch".
You shouldn't need to set up anything for the outgoing server for iCloud email. It should work automatically. You can also try turn off iCloud mail in Settings > Your Name > iCloud and then toggling it back on it again. This removes and re-adds the account. You may even want to sign completely out of iCloud and back in.
