Why can't I refund accidental funds added to my Apple ID?

I accidentally added $100 to my Apple ID from a card on accident, but I tried requesting a refund and chatting with Apple to get my money back, but I've gotten no luck. I wanted to know why. I am aware that one cannot refund balances for cash, but I want to refund it into my card. What's the issue?
