iPad not completing iCloud sign-in after signing out

Have I bricked it? It was performing sluggishly so I thought I should sign out of iCloud and sign in again. The sign out seemed to work ok. I did save copies to my iPad, I did not merge. It has been trying to sign in for about 4 hours.
