You shouldn’t use that cable. Set it aside in case it needs to be examined by Apple. At the very least, the cable must be replaced.

Given that Apple Stores and most other Apple Authorised service and repair outlets are currently closed, precluding opportunity for your iPad to be inspected, you could look for corresponding damage inside the Lightning port of the iPad; you’ll need very good light and a magnifying glass. If no damage to the iPad is visible, you might try connecting another cable. If damage is seen, you would be best advised to seek professional advice before attempting to charge the iPad

Whilst I can only see limited detail in your photograph, the damage and general condition might suggest that the Lightning connector was wet while connected to your iPad and charger.

As already recommended by QuickPost, you should contact Apple Support to seek advice. The link to Contact Support is at top-right of this page.
