Apps won’t download

My iPhone 11 Pro Max will not download apps, it stays on the waiting stage. I have bought more iCloud storage ,deleted apps, logged in and out of my Apple ID, restarted my settings, nothing seems to work.

Apps Won’t Download I recently switched over to a new iPhone, and everything seems to have transferred ok but my apps won’t finish downloading. They’re all stuck on about 2/3 downloaded. I’ve logged out of my iCloud and logged back in again, on both the app store and my entire phone. They still won’t download! What should I do?
