On your iPhone? Open Photos.
On you iCloud? Browse iCloud.com
Be careful: if you have enebled iCloud Photos, if you delete a picture from your iPhone, that picture will be deleted from your iCloud too (and viceversa). Should be this case, before managing your pictures, I suggest that you make a copy of them, using this support article:--> Archive or make copies of the information you store in iCloud - Apple Support
