Enable access to photos

I cannot find the option in my iphone to enable photo access.Where is the Read and write option in my phone??it just disappeared.

It is not only Happening on Instagram only.Other media like Facebook or something where photo access is needed ,The access button is not appearing like it should be.....I had to reset the settings to solve.But my question is how to solve it without resetting settings.
