Since updating to iOS 13.4.1, I'm no longer able to select text in a browser, in order to copy and paste it. I can select, copy, and paste in other apps such as iMessage, email, Notes, etc. But, just now when I'm in a browser, reading an article from which I want to copy and paste text. Sadly, after some searching online, I can't find anyone else complaining about this issue. I have an iPhone SE, with the latest update.

I called Apple and the copy and paste feature is really easier. Instead of holding your finger over what you want to copy, you just double tap it to highlight, then cut and paste as before.
i have found that if I double tap in the area that I want to copy the selector lines will appear. Then I just drag the lines filling the space that I want to copy. At that point copy/ cut and so on will appear.
I followed what someone else wrote: double tap the word and expand what you want to copy. A pop up shows copy, etc.
I rebooted my iPhone 8 and I can now select text. Also try double tapping on word.

I have been able to solve this problem on my phone so this may help you also.
i believe, if you just double tap at the beginning of what you would like to copy. The double select lines will appear allowing you to manually select the text that you would like to copy. I hope this works for you. 😃
This just happened to me. Everytime I tried to copy/paste anything was saying 𝐓𝐄𝐒𝐓 when I pasted. So I looked on here. A lot of other people having same problem. So I thought. No answer here. So o thought I will reboot my iPhone and yep that worked. All is good now.
You have to tap TWICE on the text u want to copy.

It sounds like you have narrowed it down to being an issue only with that particular third-party browser. Contacting the app developers is a great step to take towards getting this resolved. You may want to also consider deleting the app and redownloading it again as this sometimes fixes issues as well. Have a great rest of your day!

I double tapped on the text and the options came up. I hope this works for you, too.
No mine doesn’t either. (Double tap for highlight and copy!)
I did recently do a factory reset for my phone and am now able to copy/paste from third party apps. The amazon app with tracking numbers was specifically what spurred my original notice of this problem, and that is no longer an issue for most of the amazon text.
I don’t know if the fix occurred directly after the reset though, because the reset was done in an attempt to resolve a separate issue.
So, I think it is an app issue. Not just Facebook, but other apps, as well. I've notice I'm able to select, copy and paste text while in some apps, but not in others. For instance, I cannot even select text in the Google News app, but I can in most other apps. I can now select text (and copy and paste) in third party browsers, where I once wasn't able to before. So, it does seem like either Apple is working on it, or the app developers are figuring out it's an issue with their own apps. My suggestion would be to alert both the app developer and Apple, and then patiently wait. It worked for me.

I was having the most problems with this when composing texts and then found out I was holding my finger down on text as opposed to tapping. With one tap it sometimes just provides a replacement word so in those cases I double-tapped and it would allow me to cut/copy etc... but the quick taps totally solved the problem for me!
