Export 16 bit HEIC on Preview app

If I open a 16 bit color .tiff photo with the Preview app, go to File —> Export and chose HEIC, it has the options for 8 bit or 16 bit colors but the 16 bit/channel option are grayed out so I can't select it.

Does anyone know why it won't let me chose the 16 bit option even if it's there? Is there a way to export a 16 bit HEIC photo from a 16 bit tiff?
