How do I delete all my photos from recently deleted folder?

36k photos need deleting, since iCloud optimize storage would not keep the Photo library under 12 GB And my iPad is out of space

I have turned off iCloud photos and all my photos are safely uploaded to the cloud and downloaded to my computer

for some reason the select all-delete all buttons are not working and I am having to delete each photo individually, which is tedious beyond belief

I can see the photos in the recently deleted folder at least, I’ve heard of some users that had to change date to see the “phantom” images

i do use google phots too, not sure If maybe that is messing up iCloud photos, just a thought.
